Based on your CPU it appears your system may be 4-5 years old or so. Cooling can become an issue if there hasn't been any maintenance done to clean out the mess that builds up over time. Next time your testing try to keep on eye on temps to make sure they are staying in a safe range.

The settings in the Nvidia control panel can cause stuttering as well. I have my 3090 set-up to provide maximum throughput. Give these a try, see if they help.

I have installed MSI afterburner, and limited the GPU temperature to 70c, and i can tell that it not exceeds 70 degrees because i monitor it using RivaTunerStatisticsServer.
The CPU cooler unit is very big and starts blowing 100% when reaching 67 degrees, and i also never see it exceeding 74 degrees when under full load (furmark and cpu burner together).
All the coolers are cleaned already and free of dust.
I clean my system twice a year and just done the second time this year.
OBS stutter does the same when i have MSI afterburner and RIVA uninstalled.

I have built this PC about 2,5 years ago, all new parts except the harddrives (main is m.2, the other 2 are sata)

Thanx for the feedback, will try your Nvidia settings tomorrow evening (about this time) and report here.

I have non of those installed, except for MSI and Riva, but thanx for sharing the list.

Do you mean a Windows User profile?
A couple weeks ago i installed W10 instead of W11, but it was both the same.
Now i'm running W11.
I could try it anyways!

Creating / reinstalling OBS did not help in my case, however others might solve their problems doing so.
I am now considering switching back to W10 and run more diagnostics.
Also i am thinking of just saving up for better hardware, but i know my harware should be capable of gaming and streaming simultaneously with a little tweaking here and there.
People with better hardware have the same problems as i do, so it makes no sense to buy another pc i guess.
When i record with shadowplay by the way, the recording is way smoother, but not as smooth as it should be.

Last i want to add that OBS needs more people like you helping others out.
I havent fixed the problem but your help truly means a lot.
A lot of people use OBS / read forums, but little people provide help to others.

By the way as far as i can remember, not much changed between W10 and W11.
But now i have a new monitor (bought due to this problem) and want to try W10 again.

I set my Nvidia settings just like you today (school finished early unexpectedly), and at least Skyrim is super-smooth without a single hickup.
I can't wait to start streaming again!
I will also try ForzaMotorsport, that game had the most issues overall.

Nice & you can always switch Texture filtering Quality from Quality to High Performance to get roughly double the throughput with virtually no loss in quality. Test all the games you play.

Here's my ForzaMotorsport recording log.
98 percent better, but this is a fast-movement game so i guess small minor stutters are acceptable?
I would watch a stream that has this stutter and probably won't notice.
Can you see if the audio buffering issue is also good? I think it is but maybe i am missing a part.

Did you notice that there is no audio lag in the last logs? Before you upload the next log, close OBS first so I can see the stats at the end of the log.

Change Texture filtering Quality to High Performance in the Nvidia Control Panel.

So i WAS looking at the right part of the log, yeah then i noticed that!
I will now try PUBG and close OBS before i upload the log!
Texture filtering quality = High peformance now.

So PUBG is a different story...
Tried on 2560x1440 = 5.5% missed frames due to render delay
Also about the same amount due to encoder delay.
Switched canvas to 1080p, same story.
Switched monitor to 120Hz, went much better but still crap.

In this log file i closed it, opened it and then uploaded the log file.
I now will try to record, close and when closed i need to find the log file manually to opload the text here.

Nice! You're on it now. Just remember rendering lag means your GPU is overloaded. Dial back the game settings if you get any of it.

Switch to Game Capture & delete that monitor capture while your at it.
