Even with the driver, if the headset is still in play, you're more than likely gonna see lag. It really needs to be removed from the audio chain. That chain will be shorter/faster.

I never get any audio lag, not even 21ms & I'll run 6+ hour recordings with many sources.
I have removed my audio hardware and tested.
I will upload my log after my dinner.
Forza Motorsport preview was buttersmooth for the first 5 mins. Then stutter started again.

In the past it ran good on W10, so i am just going to do a clean install of W10, nvidia driver and OBS.
When i did that, and tested some, i will report again back here.

That Beta BIOS adds support for W11, but going back to W10 is the wiser choice IMO. Good move!

The log is clean, audio lag is good & no lagged frames.

When you're back up & running you should be able to enable "Use Device Timestamps" to the Nvidia Audio capture.

Also try running as OBS Admin if any stuttering remains. I don't need to so I don't normally recommend doing so but there is a significant performance boost when it is enabled.

Will do @rockbottom ! W10 is installed & activated, installing OBS 2.7.1.3 right now.
I have read that in some cases going back to this version resolves stutters and stuff.
I will let know more once i know more, maybe not tonight but surely very soon.

Now installing PUBG, and ForzaMotorsport. These were giving the most issues.
Already set my Nvidia settings just like yours and used CRU to match all refresh rates to exactly 60Hz.
I am not going to connect my headset and mic before i ran my first test.
I also disabled GPU Hardware Acceleration wich from i understand, is also causing issues in OBS.

OK, finally been able to test.
All 60hz/fps, no sound source added in OBS, same Nvidia settings as @rockbottom , Game:ForzaMotorsport.
Recording 720p60, 10 minutes.

The first 5 minutes were extremely smooth, exactly how everyone would like to see it.
After 5 min the stutter sneaked in and started building up in 1,5 mins.
At almost 7 mins it was back to smoothe again and at 8 a little stutter started.
A little later i added "game capture" instead of "screencapture", this didn't make any difference.

It seems like the stutter comes in at about 5 mins of running OBS, and is "situational".
However i can't hook any moments, events or changes to the timing of the stutter.

I am going to figure out multiple fps/hz combinations with CRU and report here.

Fix your rig dude, OBS is not the issue.
I am not saying that OBS is the issue.
I am saying that my refreshrates are out of sync and that's probably the main cause of my problem.

I understand that OBS is not the issue since you helped me eliminating all of the possible issues within OBS.
The issue lies within my own hardware, and i am going got keep trying to solve it since i have come a long way to understand more of OBS.

The reason i keep updating here is to help other people out with the same problem.
The issue is not OBS, but OBS is not working properly due to faulty or poorly adjusted hardware.
People should understand that it's easy to blame OBS, while they haven't eliminated every single possible cause on their PC.
