Question / Help OBS randomly dropping 70-80% frames

I've been streaming about a year now and just 2 days ago i went to stream and OBS suddenly was saying my bitrate was super inconsistent and just a mess. I did an online speedtest and im currently at 105down 10up. even after setting my bitrate to 1000, it was dropping frames like crazy.
im usually at about 5000bitrate & Slow CPU Usage Preset.
Nothing has changed from the last time my stream was fine till now. Literally just fired up my pc for a stream and this started. Any clue? Cause im lost.

Network issue. Speedtest results not relevant to streaming. Use TwitchTest to verify connection quality; check network adapter/drivers, local network cabling and router, then contact ISP.

if everything checks out and i have to contact my isp, what exactly am i asking? ive never had to deal with this before

But it still says "uploading" in your screen shot, and lists "Quality 0" for all ingest servers.

it was uploading to the internet, the screenshot. when the test finished, i clicked upload and it created the link i provided. also not sure what Quality 0 means. I started the test, let it finish, then just uploaded the screenshot. that was all D:

yeah when im test streaming, my kb/s goes as high as 4800 to literally 0.
mad inconsistent. i chatted with my isp and they said theres nothing wrong on their end.
tried streaming to youtube through OBS and encountered the same issue. gonna try downloading a different streaming program and see if that changes anything.

0 in twitch test means heavy packetloss, there is clearly something wrong with your conection. The result should more look like this

Either your local network has a significant reliability issue, or your ISP is not being completely honest or accurate with you (shocking, I know).
