Hi everyone,
I'm looking for some help with my OBS settings since I cannot seem to get my settings tweaked correctly and still experience some slight output lag in my streams to YouTube. I've tried lower the bitrate to 4000Kbps from 6000Kbps even though I stream at 1080p @ 60fps and I found lower it from the recommended 6000 to 4000 actually causes less lag in the output of the stream but there still some slight lag. I've also noticed that if I change the Hz on my monitor from 165Hz to 60Hz I actually experience more lag in the output of the stream, not less, despite google searches recommending that I use 60Hz and I use 6000Kbps for 1080p 60fps streams. I stream videos from Google Chrome (mostly parliament clips) to YouTube, no gaming content.
My hardware:
OS: Windows 11 64-bit
Power Setting: Ultimate Performce
CPU: AMD Ryzen 9 5900X 12-core @ 3.7Ghz
RAM: 64GB DDR4 2400MHz
GPU: AMD Radeon RX 6700XT 12GB DDR5
Storage: 2TB XPG GAMMIX S70 BLADE M.2
Webcam: PowerConf C200 Webcam
Internet download speed: 940Mbps
Internet upload speed: 110Mbps
*Hardwired directly into Modem*
Main monitor: 1440p @ 165Hz (has options for 60hz, 144hz)
Monitor 2: 1080p @ 75Hz
Note: Nothing bottlenecks during the stream in terms of GPU/CPU/RAM

Video Bitrate: 4000Kbps sometimes I use 6000Kbps and its actually worse
Audio Bitrate: 128
Video Encoder: Hardware (AMD. H.264)
Encoder Preset: Quality
Audio Encoder: AAC
Audio Sample Rate: 44.1kHz
Channels: Stereo
Base (Canvas) Resolution: 1920x1080
Output (Scaled) Resolution: 1920x1080
[Resolutions match, no downscaling required]
FPS Value: 60
Not sure if this makes a difference but I have the streaming set to YouTube, primary YouTube ingest server and I do not have the box checked for "Ignore streaming service setting recommendations".

I've tried switching to audio sample rate 48kHz and 192 audio bitrate but that makes no difference. I've tried doing 7500 video bitrate and it pretty much works the same as the 6000 setting. I've tried lowering the monitor to 60hz instead of 165hz and it actually makes the lag worse I found. I've watched some videos on the "perfect" settings for OBS streaming but they often offer conflicting recommendations than other videos. I haven't tried lowering the FPS from 60 to 30 but I can't imagine that streaming in 60fps would be causing the lag. I could be wrong though.
Can anyone let me know what I should be doing to have a clear stream with no lag?
