Question / Help I need help with stuttering and lags

So at first i wanted to start streaming got obs and tried to stream the video was stuttering can't really explain it it would skip like a couple a frames load a frame skip load and continue like that and i thought it was my network that was pretty bad lowered everything the lag wouldnt stop so i decided to try to record a video i recorded it and saw the same skip frames load skip load pattern is it anything to do with my setttings or anything to do with my specs network??
I have a radeon rx 570 i5 6400 2.70GHz Overclocked to 3.00GHz 16GB RAM i got an ssd 120gb aswell network download 50mbps upload 5mbps

How come you are encoding at 40FPS? Is there a special reason for this? Also instead of X264 you could alleviate a lot of the pressure on your CPU you could use the AMD AMF Encoder. This will put the encoding responsibility on the Video Card encoder instead. If you use X264 the last poster is right, your CPU and many cannot handle Slow Preset. You should use Veryfast and possibly faster, but I'd probably try Veryfast and see if that is to your liking. Also try the AMF AMD Encoder and see if that is to your liking, if it is, then stick with that because that will allow your CPU to deal with the content you are recording rather than that plus encoding it, allow the GPU to do it and take a significantly smaller to no performance hit. But of course to each his own and your mileage may vary. Myself, I have an i7 but I use the AMD AMF Encoder, I prefer it. The quality is not quite as good as X264, but I'd rather have the zero impact while I'm trying to stream and play 1080P Ultra at 60FPS and streaming it at the same 1080P/60FPS, otherwise I'd be dealing with missed render frames, missed encodes, and the drag on my system while playing AAA games. Anyway give it a try if you like and let us know how it goes. :)

EDIT: (README!) I just noticed you have your bitrate set to 6000, but you mention you have a 5Mbps upload, this is why all of your frames are DROPPING at the NETWORK, not an encoding issue, although I would still use AMF/AMD instead so your CPU doesn't have to work so hard. Anyway, 6000 is 6Mbps, exceeding your 5Mbps connection. You need to start at 4Mbps (4000) and see if it can hang, if not, reduce it by 250 every time until it does. That way you have a little headroom for other devices to use the connection and not cause major dropouts on your stream.

My recommendation to try out is: 60FPS Output not 40, Set the Encoder to use AMD AMF Encoder, set for CBR @ 4000 and let it rock. See how that goes and let us know.
