Encoding and Rendering lag?

Hello,

I tried many ways to solve my problem: Updating, Reinstalling, Run as Administrator

My problem is that I cannot record or stream... After click I get a message "An encoding error occured while recording"
After I view stats and have nothing running, I can see the right collumn in red:
FPS 6-7
Average time to render frame 150 - 170 ms
Frames missed due to rendering lag 70< %
Skipped frames due to encoding lag 0/0 0%

I use:
NVIDIA NVENC H.264 (new)
CQ 20
Preset Quality
Profile High
Look-ahead
Psycho Visual Tunning
GPU 0
Max. B-frames 2
Renderer Direct3D 11 (nothing else is possible)
Color Format NV12 709/Partial

I tried some changes:
Changed and a message "An encoding error occured while recording" does not occure:
Encoder = QuickSync. H.264
Ended the video as Frames missed due to rendering lag 80+% and the video file was just green screen audio working
Encoder = x.264

Here is the log with these changes. I really need help to figure this out.

Add. Tried the ShadowPlay and the final video was the black screen with audio

update to windows 10 windows 7 ist not official supportet anymore

Not Windows 7 ;-) Using fully updated Windows 8.1
