You have active output. That's why settings options disabled (inactive/grayed out).
To get what kind of output is currently active in OBS you may try to make custom script and run it. The script will print to the log-file of OBS all possible outputs and its current states.

Video output currently active

I was confused about all of this as well, and found that if I go to:
Settings
Stream
uncheck "Enable Enhanced Broadcasting" box
Click "Apply"
Click on "Output"
Set "Output Mode" to 'Advanced'
You should now be able to adjust all the settings that were grayed out.
I hope that helps others with this UI issue
