Question / Help PC Crashes When OBS Is Open. Is My CPU Dead?

Hello,

I've recently been getting back into streaming with a consistent schedule, gaining a few viewers and having a great time.

Problem is,
When I try to stream or even have OBS open in the background of my pc, my pc will randomly either freeze, blue screen or just crash.
Ofc during blue screens I got our classic WHEA error (hardcore or driver related I believe).
I've tried looking up the issue and most people resolve it when turning off overclocking on their CPU, which mine is not so that solution is out of the way.

Keep in mind: I used to stream game development with no crashes at all. Has not happened since I swapped to playing games

Rig:
GPU: Asus GeForce GTX 1070 8GB ROG Strix
CPU: Intel i7-4790k
Memory: 2x8GB Kingston HyperX Fury 1666mhz
Motherboard: Asus Maximus VII Ranger
Reply in comments if more info is needed, only listed the essentials.

Keep in mind I do use a webcam (as I have seen that people think that is the issue) when streaming but even when trying without or disconnecting it, the crash still happens.
I stream at 720p 60fps with generic settings, 3500 bitrate etc.

I am also out of the country from the 19th of December to the 31st so my apologies on slow replies or not being able to test solutions. I will keep this thread updated though in case others encounter the same issue.
