OBS dropping to 0 glitching stream PLEASE HELP

Hi folks, so I have a history of streaming via OBS to Twitch, and typically do about 3000 kbs to ensure consistent stream over massive quality. Recently, including today, I have had a huge buffer and my audience reported that stream was "shutting down" and taking minutes at a time to respond to a question I had asked them. By the end the stream looked like this:

Please see attached logs, there are multiple because I tried to fix the problem by tweaking the issues. I'm assuming this is an ISP issue but if it isn't I'd love to know, and I'd love to know your recommendations for Stream Settings for a seamless stream PLEASE? Thanks so much legends. <3

1. The Hardware-accelerated GPU scheduling ("HAGS") feature added with Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. We recommend disabling it via these instructions as a troubleshooting step. Be sure to restart after disabling it.
2. Update your NVIDIA driver to the newest available Studio version.
3. Your GPU is maxed out and OBS can't render scenes and encode frames fast enough (~4%). Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. OBS requires a little GPU to render your scene.

Enable Vsync or set a reasonable frame rate limit (60, 30) that your GPU can handle without hitting 100% usage.

If that's not enough you may also need to turn down some of the video quality options in the game. If you are experiencing issues in general while using OBS, your GPU may be overloaded for the settings you are trying to use.

Please check our guide for ideas why this may be happening, and steps you can take to correct it: GPU Overload Issues. This may have also been caused by your 5 twitch encodes and recording. Multipass, Look-ahead and adaptive quantization should be disabled as they use additional GPU.
4.Display, Window and Game Capture all interfere with each other. Never put them in the same scene (Vidya Games, Top Down, Adventure PDFs, TTRPG, Traveller, Traveller with guest and Just Media).
5. The quality looks that way because you have dynamic bitrate enable which dynamically changes the bitrate based on the amount bandwidth available so there's no dropped frames. You don't have enough consistent bandwidth to stream at your current settings. In the first stream, the bitrate got as low as 1600.
6. Make sure all 12 of your plugins are compatible with OBS 32.2.2 are up-to-date.

I'd recommend not using Enhanced Broadcasting/Multitrack Video and doing a single video track with the 720 30 FPS settings.

If still having issues, post 1 new log of 1 streaming session.
