my max resolution is 1280x1024
Yeah, that makes it easy.
In the encoding tab, down near the bottom, uncheck "USE OpenCL for NV12" also at the top since you are local recording, uncheck CBR as well.
in the video tab of OBS, set a custom base resolution of 1280x1024 then go to the AMD VCE encoder tab then check use custom params at the upper left.
the only thing you will ever change is:
1. The presets at the upper right (speed, balanced, quality) you shouldn't have to do this because you are well under 1080@60 so leave it at quality.
2. GOP and IDR. if IDR set to 0 is will dynamically set itself based on your fps. if you set IDR manually, you really just want IDR set to 2x FPS (60fps = 120 IDR). As for GOP, set this manually to 1/2x 1x or 2x your fps. the higher the GOP, the better the quality but if something starts to feel slow, lower this divider.

Did all of that, as soon as I clicked start recording the video driver failed and recovered (http://i.imgur.com/OgFXI4A.png).

use DDU in safemode to remove all your AMD drivers, reboot, then reinstall the most recent drivers 15.7 I believe. Driver crashes are kindof one of those odd things that can be mutliple things or any combo of windows updates/Driver updates/time of year/voltage/overclock/heat

But I did that, I was using 15.6 before and uninstalled normally, then rebooted in safe mode with DDU and removed everything, after that I logged in normally and installed 15.7

Ok, no problem. So was 15.6 working before? If not, what was the last version that worked?

APP and VCE are broken with everything in 15.7. Broken in playclaw, afterburner, bandicam, Action! etc... so it is not only OBS.

They removed AVT and OVE which is causing the problem......Good old AMD.

Win10 10166 with win10 15.7 drivers (R9 285) seems to work about as well as the older win10 versions -- occasional issues, some trouble getting certain types of capture to work, but it did at least generally work. (I got one GPU timeout testing during a rapid transition, but that's still better than the older drivers having timeouts almost all the time)

Win 7 (last updated 12/07/2015) with the official 15.7 works just fine. Didn't try to stream (coz my internet sucks for now) but the OBS doesn't crash. Preview works fine. Recording too. I don't get any crashes.

Last time I tried (before 15.7), game capture/D3D11 worked fine, but game capture/D3D9 was horrible in most things.
 
I fixed variable bitrate warnings with youtube and twitch by changing AAC to MP3. All is well now.

OBS VCE should be included in the main branch, I use it daily 8-16 hours without problems. Works great except for no b-frames...hint hint.

works great for me on 15.7. you know, action afterburner and playclaw all have been known to cause crashes with OBS in general. Just pointing that out.

Also note, I had issues prior to using DDU and reinstalling 15.7.

Well on Windows 8.1 it isn't in the package at all, so not sure how you got it working with a clean install. I dont run all those programs and with obs btw, i just run them to test performance. Maybe they realized their mistake and reupped a corrected one, ill check tomorrow. The one i have now is missing the packages for avt.

You started off your statement with "...VCE are broken with everything in 15.7..." so I was saying it works well for me, no crashes, but I am on 10 now so I couldn't test actually.

I asssumed if it was gone on 8.1 it would be gone in everything. Seeing how most people are on 8.1.
Ok, so if we are talking AMF, no its still here. As for OVE, I've heard that is broken but I never really used it from day one anyway due to the bitrate spikes (locked max VBV)

Just so you are aware: Raptr had to issue an update to fix the VCE issue, and Mirrilis is working on an update to Action! to fix the issue. So it is a real issue and AMD did change something. If you say OBS VCE is fine, I believe you, but just letting you know they for sure did change something that broke it in every single other program.
