Telling Or Something Like

I have been trying to film a video in obs for a while now. I have two problems:
1. OBS' framerate is terrible, and it was never bad like this.
2. Whenever I start recording it starts streaming - How do I fix that?
It says "Encoding overload!" or something like that, and tells me to lower the quality of the video or change some settings. I've been looking online for a week, trying to figure out what I'm supposed to do. All of the tutorials seem to use an older version of OBS with a slightly re-arranged menu, and some of the preferences or options I'm apparently supposed to tweak aren't even there. I don't know what to do. How do I change the "encoding preset"? Should I change the bitrate? Do I alter the quality or file size? Do I change the resolution?
