Test the monitors as well. With OBS closed, disconnnect both from the GPU, reconnect 1, test. Then test the other monitor. Don't hot swap with OBS open.

Hi, thank you for your reply! I saw this video, the problem is that we can't do the refrest rate fix when we are streaming because Twitch won't accept those weirds FPS values. (as he says at 11:33) :(Try this ->
It is not a perfect solution, but a solid fix till the developer fix the random stutter issue. It helps me to record for my daily video routine since 3 months.
The guy who makes the guide is even here in the forum, but his post, with the linked video get drown.
