I've been working with a streamer who says that the CPU usage for OBS Studio has dramatically dropped since yesterday. This issue only occurs when OBS is in the background though. A drop from 20-30% to under 10%. He also says that he doesn't think that Windows has updated in this time, but the issue occurred around half way into a stream.
With League of Legends open, the game will be running fine, but OBS will report a encoder overload (some times) and the stream + recording will drop frames or freeze completely.
This is also not an issue with available CPU as the total usage never goes above 50%. (strangely)

There is something going on with how processes are assigned to the CPU (especially when using a dual monitor setup and switching the focus between different programs). If you open up your resource manager, you'll notice that not all of the cores are being used. CPU0 will be absolutely maxed out while the other cores are barely being used. I've tried setting the processor priority to high for obs but that doesn't seem to help.
The only way I've managed to temporarily fix the problem is alt+tab back and forth from the game until eventually the other CPU cores kick in and the CPU usage by obs goes back up to the normal 30%.
Someone else in this thread said that he fixed the problem by rolling back his NVIDIA drivers.

I'm with you brother. Still trying to hammer things out. Both Shadowplay and OBS have started showing the same behavior I've been talking about. I know its not hardware related. While under benchmarks and stress testing, everything reports back green.
That is UNTIL I got into the Firestrike benchmark and the physics test ran. Something is completely fucked in CPU task management right now.

Windows 7 doesn't have game mode... Are there actually any Devs on these forums? There's like 20 threads about this same issue... And the mods sound like they're reading from a crappy call center script...

The issue popped up over the weekend, pretty much the same time Windows pushed an update. Its only circumstantial evidence to the cause, but from what I'm experiencing, probably the root of it all.
