Question / Help Bitrate drop while playing Rainbow Six Siege

I just got a new PC currently has 8GB of ram, an Intel Xeon X3430 4 core CPU clocked at 2.40 GHz and an AMD Radeon R9 270 running Windows 10. When I am attempting to stream the game, everything will work fine on the main menus, settings menu and when queuing. When I go running either a benchmark test or load a match the bitrate drops to 0-600. When the bitrate drops everything ingame is still working fine, running roughly 100 frames as it should be. I have tried rescaling, changing my CPU usage from faster to veryfast and profile on high. Nothing is working. Heres a test stream for reference: https://www.twitch.tv/videos/458603412

Windows is out of date. This particular version has a broken feature that negatively impacts OBS. You should update. There have been two major updates since then.

You're slightly overloading your encoder in the above scenario.

I don't have experience with AMF, though.

It does not look like your CPU is up to doing 720p30 at veryfast on top of the game.

A Xeon X3430 is way too slow. Junk the thing and get a better computer with parts of today, not of 10 years ago.
