Which GPU is better for stream pc, 4060 or 3070?

I'm building a pc only for streaming and recording, which is better to get, 4060 or 3070? The 3070 is better in terms of performance, but the 4060 has 8th generation NVENC Encoding and supports AV1

Be careful when saying 'better performance' as those cards have multiple components (NVENC, etc).
and are you budget limited hence mentioning those 2 cards, as you can get them for a similar price? or ??

What is your use case? and what are your priorities?
I don't the specifics but I'm curious how the 1st gen AV1 encoder is vs more recent models? I'm always cautious with 1st gen tech and the common 'teething' problems. However, if you wish this system to last for years, seems like you'll want AV1 for streaming. vs getting a GPU for gaming, and then later adding a AV1 encoder (ex Intel GPU) for just that? and issues doing separate GPUs due to capture frame buffer considerations (iirc)

The CPU being used in the system should always be considered when selecting the correct GPU. Another consideration is if you plan on using a Gen 5 NVMe in the system? The 4060 is designed to operate @ x8 4.0 & would be the better choice in this situation. But, depending on that CPU either could be overkill or not enough.

Anyway, the performance gap between the 2, is only about 10% or so. But from what I'm seeing the 3070 costs significantly more ATM.
