Video capture devices not working

Trying to use either my webcam OR my capture card results in a black screen and I'm not sure why. Game capture and audio capture work fine. I have camera access for desktop apps enabled and both zoom and my browser work but obs doesn't, it doesn't even appear in the "apps that recently accessed camera" area. I don't have an antivirus blocking camera usage or other apps using my camera. It's not an issue with the camera or capture card themselves so I'm really confused. Any help would be greatly appreciated.

I also have already done any of the troubleshooting for the black screen fixes for obs and none of those worked. This goes across multiple apps.
