Video Capture Device Not Working(I cant stream please sent help :0)

When I try to open or use my video capture device, nothing shows up and it causes OBS to crash. I am unable to connect my camera. I have tried plugging in my camera in a different port, tried a different camera, tried an earlier version of OBS, ran it in administrator mode, ran it in safe mode, tried disabling hardware acceleration, and all the drivers are updated. At first I thought that it was stream elements because when I uninstalled OBS and reinstalled it then added elements back accept for stream elements things worked but when I talked to them they checked the log and they said it want an issue on their side. So i am at a loss. I cant stream and I have been trying really hard to figure this out. I added the log file. Please send help. :(

I am also having this issue and it's not the drivers or the webcam. I click add video capture device and it brings up properties with no options, it becomes unresponsive, and crashes. It doesn't have a crash report but here is the log

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. It's an experimental feature and we recommend disabling it via these instructions.
2. To ensure that OBS Studio has the hardware resources it needs for realtime streaming and recording, we recommend disabling the "Game DVR Background Recording" feature via these instructions.
3. One of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.

VoiceMeeter Output (VB-Audio VoiceMeeter VAIO): 44100 Hz
ZORAN MATRIX (NVIDIA High Definition Audio): 48000 Hz

What Video Capture Device are you using?

I am trying to use a logitech webcam, however, it is unplugged at the moment. I don't get to select a device, I just hit add a Video Capture Device and then properties opens with nothing and obs becomes unresponsive and closes. Here is hopefully a more trimmed down log. This was after turning off "HAGS", making sure that windows game dvr background recording is turned off, and uninstalling voicemeeter.

1. In Windows, we recommend that "Game Mode" be enabled. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.

A. What specific Logitech webcam do you have?
B. Does it work in other applications such as Windows Camera?
