Using Samsung S10e as a 4K webcam?

Is this possible to do? id like to get past the 1080p mark since my phone can record at 4k. How do I do this? all the tutorials I see only go to 1080p...

Yes. In Settings->Video, just type in 3840x2160 in the Base Canvas and Output Resolution boxes. You don't need to choose from the dropdowns, those are just for-convenience values based on your desktop resolution. That'll give you a 4K canvas to work with. Even if your display is only 1080p, OBS can still accept and work with sources and recordings larger than that.
