Stuttering Video/Low FPS using browser source

I'm trying bring in video game footage of a friend via browser source. No matter what browser source I use, the video stream always seems to be poor quality, as if it's running less than 15 frames or something. Recently I'm trying this with Twitch's new feature Stream Together, but I have tried others such as VDO ninja. Inside the browser it looks perfect, but as soon as it gets to OBS its just awful.

I have tried:
  • Gameplay from both my own, and my friends accounts
  • Checking if it's a hardware limitation (no parts at their limit)
  • Toggling OBS hardware accelleration
  • Increasing browser source FPS
  • Lowering browser source resolution
  • Increasing browser source bitrate with &bitrate=20000
  • Increasing video bitrate in settings
  • Changing encoder
  • Running OBS as administrator
  • Changing graphics preference for OBS to 'High Performance'
  • Disabling firewall
  • Disabling antivirus
  • Re-installing OBS
I've found various places on the internet with people complaining about this issue, but not one with a solution that works for me yet. Found the below video in my search that matches the issues I'm having, but it seems they never found a solution either.

YouTube: Browser Source Lag Issue

Given other people seem to be using browser sources just fine, I feel there's got to be a fix for this. Maybe its an AMD thing? I don't know, any suggestions welcome.
