Problem:
Whenever I stream & record my video has lags. Basically what happens is that my video us freezing for a couple seconds and then continues again as normal. Audio is uninterrupted.

Dual PC Setup
Specs:
Ryzen 9 3900x
GTX 1660 Super
32GB 3200 mhz RAM
Elgato 4k Capture Card
OBS Settings:
OUTPUT STREAMING
Encoder NVENC
9k Bitrate
Preset Max Quality
Profile high
Keyframe Interval 2
Max B Frames 2
OUTPUT RECORDING
MP4
Nvenc
CBR
20k Bitrate
Preset Quality
Profile High
VIDEO
Base 2560x1440
Output 1920
Bicubic
60 FPS
What I have done so far:
Changed nase canvas to 1920x1080
Changed preset to quality
Reinstalled OBS
Updated 4k Capture utility
Monitored the stats bar to check if any error or lost frames. But it looks all good.
This problem appeared out of nowhere one day. I did not change anything in OBS.
I need help because it is literally causing viewers to leave my streams....
