I am looking to improve a friends stream quality, right now its like watching OGN because you only get medium quality settings through twitch unless you subscribe. Anyways here are my PC specs and Internet speeds, pls halp.

To explain the problem in more detail, the stream doesn't lag but the quality is extremely pixelated. I need to know the optimal settings to improve the stream. Thanks in advance.

600 Kbps is far too low to stream at 1080p. It's low even for 360p. Monitor capture also performs terribly in Windows 7 and you shouldn't use it. Use game capture for your game, set your bitrate to 2000-2500 under Settings > Encoding, and set your resolution downscale to 1280x720 under Settings > Video. If you want to capture both the launcher/lobby and the game, create a second scene and use window capture for the launcher and use the Simple Scene Switcher plugin to automate switching between the two scenes - https://obsproject.com/forum/resources/simple-scene-switcher.29/
