Stream quality deteriorates when moving in-game

Have done quite a bit of research on why this happens, most answers suggest it is related to a few options: low bitrate, bad internet connection, too high of a resolution for the amount of bitrate you want to use etc..

After attempting all of these possible solutions I found online, none work.
I tried both OBS and StreamLabs OBS, same result on both.

Gameplay is perfect quality when standing still, deteriorates when moving.
Have seen a lot of other streamers playing the game with better quality when moving, with the same quality on Twitch.

Rescale Output: 1792x1008

Rate Control: CBR
Bitrate: 8000 Kbps
Keyframe Interval: 2
Preset: Quality
Profile: high
Max B-frames: 2

Base Resolution: 1920x1080
Output: 1920x1080
FPS: 60

Please use x264 to use your CPU for encoding I hate these GPU endcoders from both AMD and Nvidia they are trash I don't know why people uses it thinking it's better just use x264 with "fast" perset don't worry the performacne hit is not that big, Also 1792x1008 is good but I suggest you to use 1534x864 or even 1280x720 these three resolutions are the sweet spot for streaming and they are divsiable by both 8 & 16 which means they are going to be easy on the encoder & more efficient & never ever stream on 1920x1080 at 60fps unless you can push 13000 bitrates at least to maintain the quailty which is something you can't do on twitch god I hate 1080p streams they are blury at 6000 and 8000 bitrates that's why you should go for lower resolutions, Also take this with grain of salt no one will ever appreciate your stream quailty so take it easy.
