by "blur" I'm pretty sure you mean pixelation

depending on your internet upload speed, you can use a higher bitrate (I have an upload speed of 11-12 Mbps and use a 15000 bitrate)

try using a higher bitrate (increase it by 500-1000 every time and test it) until it will eventually be too high and your video will look like a slideshow, then lower it a bit and there should be no/very little pixelation

i want to stream , twitch only allows 6000 bitrate max

why should i put my output resolution in 1080 if i want to stream in 720 ?

Suppose your avatar was 1920x1080

Suppose we re-scaled it to 1280x720, it would like this:
RyuSolo-720.png

This is going to happen whenever you downscale images/videos. Edit: This example is a best case scenario as the new image was saved as a png which is lossless.

then OP can just resize the video/preview in OBS?

I'm pretty sure you're able to stream at a higher bitrate than twitch allows but it might be slower for your viewers depending on their internet speed but I might be wrong

i think i understand now why it's pixelated , because i have a 1920 x 1080 screen watching a 1280 x 720 stream
