Hi!
Currently I'm trying to find best settings for my dual OC config for streaming, but I'm not satisfied with the result since image has bad quality(in my opinion, correct me if I am wrong).
For example:

As a gaming PC I have the following:
CPU-i9-9900K
GPU-RTX 2070
RAM-32 Gb 3100 MHz
MB-ASUS PRIME Z370-PII
2x144hz displays
As a streaming PC I have:
CPU-AMD Ryzen 7 3800X
GPU-RTX 2060
RAM-16 Gb 3133 MHz
MB-MSI B450 Gaming Plus MAX
1x60hz display
To configure LAN I use TP-Link TL-SG1008D.
On gaming PC I use OBS to make an NDI output, but on streaming PC I use Stramlabs OBS. Don't know if it can be the issue in my case, but just a note.

Also, there is an additional question - is there a bitrate limit on Twitch? If so, is it different for partnres/affiliates/non-partners? Can I, for example, stream 1080p60fps with bitrate around 12-15k?
