obs frametime isssues while multistreaming to twitch and yt vertical live

so whenever i stream on obs i get frametime issues like my game stops for like a tenth of second every few seconds and that makes it hard to stream as i cant enjoy what im playing due to the framtime issues. i also have a decently average pc my gpu is a rx7800 xt i got 32gb of ddr5 6000mhz ram and a ryzen 5 7600. currently im streaming gta online but i was getting these problems in gta vice city gta 3 and gta sa as well wehn i streamed them. for my webcam i connect my phone to my pc and use iriun webcam. ive tried capping my moniters refresh rate to 120hz and my games fps to 60 but that still didnt fix the issue. i used vsync i used my moniters freesync premium but nothing seems to work. i use aitum for my yt vertical livestreams and also have replay buffer enabled at 120s for both my vertical and horizontal live stream and i also record the horizontal live stream occasionally to make it a long form video later on. ive also attached a pic of my obs settings any help is greatly appreciated

i changed my video tracks from auto to 1 but im not changing my fps to 30 as thats basically un playable for me. ive pasted the link to my obs logs let me know if you see anything

 
1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. If you are having issues with performance or OBS freezing, we recommend disabling it via these instructions as a troubleshooting step. Be sure to restart after disabling it.
2. In Windows, we recommend that "Game Mode" be enabled for maximum gaming performance. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.
3. Make sure all of your plugins are compatible with OBS 32.1.2 and up-to-date.
4. Change the refresh rate on your monitor from 165 back to 120.
5. Run OBS as Admin.
6. Remove Display Capture and use Game or Window Capture to capture your games.
7. Record to MKV. If you record to MP4 or MOV and the recording is interrupted, the file will be corrupted and unrecoverable. If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window.

The Common FPS Value is the value that OBS renders/outputs the scene at; not the input.

There's no rendering lag or encoder overload. If still having issue, provide a new log.
