Hey guys, thanks for all the suggestions. I got busy, then sick, then busy again. I'll definitely try all your suggestions but it turns out that this problem is NOT unique to OBS but everything that uses the H.264 encoder (I rendered a video with DaVinci Resolve and the lag came back)
I, however seem to have fixed the problem, by recording/rendering in 59.94 frames instead of 60. Yeah, that's why the Elgato Capture wasn't lagging...
