Sorry, I should have provided more details on my setup! I close OBS once recording and remuxing are finished via the "X" button on the top-right screen. I have also tried going to File -> Exit, a few times, but still end up with the same result. My antivirus is Avast, and it does not have OBS listed as blocked software. This needs more details from your setup to understand the root of the problem. For example how you closing OBS. What programs (antiviruses, overlays etc) running simultaneously and step by step instructions how to reproduce the problem.
Meanwhile, you can try to run OBS portable mode in different folder. For OBS portable mode, please, read after the words "if it was not clear": https://obsproject.com/forum/threads/crash-with-«could-not-find-locale-ini-path»-when-opening-app-settings.82157/#post-346499 or in the Help section of the forum: https://obsproject.com/kb/portable-mode
Edit: for today you are looking for the file named "OBS-Studio-32.1.2-Windows-x64.zip", ~176MiB
My overlays that are active during any stream/recording sessions will be the capture card / window capture (Which ever isn't needed is off), my chat overlay which is just a browser source set to Normal blend (I think there is a plugin that makes it transparent?). Then I have my Notification overlay which is for superchats, donations, etc.... Lastly are my Audio Input Captures for my Stream Deck and Shure Microphone. Depending on the game being played, I might have a text overlay on screen which is where the names "Pool Code", and "Current Event" come from. The browser sources of "Paint.net", "The Wheel", "Citrus [Bottom Screen]", and "Citrus [Top Screen]" are only on for specific streams when they are needed otherwise they just stay off the entire time. I should also clarify that by off, I mean when you click the eye and it turns grey with a line through it.
I have not tried OBS Portable yet but I will once I have more free time to mess around with it. I also have not searched for the file name you put in your comment edit. I'm a bit confused though as to what I do with that file once I locate it? As always, thank you for your time and patience! I wish I could be more of a help but I am not super tech savvy when it comes to diagnosing issues. I really appreciate you! :D
