Nvenc New broken?

OBS Streamlabs Nvenc New works flawlessly but OBS Studio Nvenc New has a horrible stutter in recordings at the same settings.
Is this a known issue?

I've tested it on a fully cleaned system as well as my own system and the issue is still there.

my first feeling you run Slobs As Administrator and OBS not
12:19:07.913: Running as administrator: false
from the stutter feeling it looks like the Game over OBS Priority

check bottom logs if bottom Identical
slobs is OBS only with addons
if you have bottom identical it runs identical

I've tried with admin before on both, forgot to do that when gathering log.

Will check both logs
