Firstly I'd like to say that my computer is old as heck. It's an old Dell inspiron 545 that I got from my old step father when we moved out of his house. I can play games just fine when I'm not recording, but as soon as I start recording and startup Counter Strike Global Offensive I'm greeted with noticeable performance problems. I look back on my recording and the quality is trash compared to my actual in game sights. So bad that the videos usually end up skipping repeatedly at a fast pace when I look back at them. I just haven't taken the time to find the best settings for me. Also all the videos on youtube are very limited in terms of information, I just can't find the right settings. I'm looking for a balance in quality and performance. I'll list my specs below:

Monitor: 1080x1024
Dell inspiron 545
Windows 7 Home Premium
Processor: Pentium(R) Dual Core CPU E5400 @2.70GHz 2.70GHz
RAM: 6.00 GB
System Type: 64 Bit operating system
Graphics Card: ATI Radeon HD 5450

In all honesty, if the only thing I can fix is the skipping I'll be happy. Any helpful info is appreciated.

Your PC is far too old and weak to be able to run OBS with any kind of watchable quality. Sorry!
Don't be sorry. I actually kind of expected an answer of that sorts. Now I know that I need a new computer, thank you for taking the time to help.
