My recommendation
- read and figure out how to set up OBS Studio in Portable mode... then run test without the PoS streamelements plugin
- learn how to do real-time hardware resource monitoring on your PC (ie Task Mgr/Performance Monitor) and LAN monitoring (ie at your router)
background tasks or certain security software, or bad network drivers (Killer networks drivers being notorious for screwing with streaming traffic, at one time). Or other traffic on your LAN? Or a cellular based WAN? or an oversubscribed WAN (ISP)? lots of possibilities, most of which have NOTHING to do with OBS Studio
