Look at the link, scroll down the page, looks like it's in the Display Settings

So there was no Intel control center already installed on your system? I've only been using an iGPU for the last 2 years but the control center has always been installed with the driver.

I'm assuming you didn't update the driver as Harold suggested back on Page 1. The installed driver looks like it's about 8 years old. Slim pickens on newer drivers, I'm not sure if the 64-bit driver will work correctly with W10. Support ended years ago.

Thank you for your help, I finally figured it out.
To anyone who has the same problem with intel i5-2520M, you have to manually downgrade your driver to 9.17.10.4229.
At first, I had intel driver 9.17.10.4459, I downloaded Intel® Driver & Support Assistant to auto scan my driver and it shows "no supported driver or software updates are available for your system.".
I manually downgraded my driver to 9.17.10.4229 on this link Download Intel Drivers because this version is the latest one on Intel download website, and the qsv option finally pop out.
Special thanks to @rockbottom @Harold !

Nice! Hopefully the OP is still watching the thread.

Disable the automatically check for updates feature in OBS so there's no temptation down the road.

I have the exact same problem, thank you for this thread. Indeed seems like an old hardware issue (my laptop is close to 10 years since purchase)
Last year rolling back to from version 30.x to version 27.x used to work for me, but now it's not anymore, even after uninstall
