Question / Help IS there a way have OBS act as a windows video device?

Is there a way to have OBS act as a widows video device much like the GoXLR line acts as several different video devices?
That would be amazing!
I am specifically looking at this for live streaming our yoga classes through 3rd party apps like Skype or a specific class yoga streaming site which are not so robust or do NOT have stream keys, etc.

This plugin was last updated last September, so it is reasonably up to date. It is still the "reference" plugin for emulating a Windows camera. It doesn't work with every app, UWP apps as far as I see refuse to recognize it. Desktop apps should be able to use it fine.
