Is It Possible to Solve This "Tearing"?

Hello!

I've been battling screen tearing in OBS for some time (I get no tearing what so ever on Gaming PC or Stream PC seperately If I use This Test but If I watch the OBS preview while having the test running on my Gaming PC then I do notice tearing. I'm using a Dual-PC Setup and I'm cloning the capture card (Elgato 4K60 Pro MK2) with my Gaming Monitor to get picture in OBS on Stream PC.

Again, I get no tearing while in game on my Gaming PC, It's only in OBS.

The monitor on Stream PC is set to 1440p 120hz (can go up to 144hz) and the monitor on Gaming PC is set to 1440p 120hz (can go up to 165hz). The capture card is set to 120hz.

FPS value in OBS is set to Common FPS 60
Canvas is 1440p, Downscaled to 1080p
FPS is limited to 117 FPS on both PCs
G-Sync is ON for both PCs
Both PCs are running Windows 11 Pro
Both PCs are fully updated as far as I'm aware driver, firmware and software wise,

In some games I got no screen tearing even without VSync enabled in Nvidia Control Panel. If I do get screen tearing, 9 times out of 10 It gets mostly sorted out by using FAST V-Sync in Nvidia Control Panel.

Here is a short video of what I'm refering to It's pretty much any kind of vertical object like that, It can be hanging banners in other games such as the banners in the ship in Helldivers 2 or vertical panels on houses in some other games or in this case any kind of pole or mast in Sea of Thieves.

Anyone have had similar issues or know what it is? As far as my knowledge goes it's screen tearing but It's not like across the entire screen so I might be wrong and If so I just need to know what I'm looking at if anything to troubleshoot it.

I'll post the log and the analyzer below, hopefully I did that correct.
