I need help with audio and I'm lost as to what's happening...

Hello, this is my first forum post.
I've been streaming for about two weeks to my Twitch channel and I only recently created a "Stream Starting Soon" Scene in OBS, which only consists of an image, my logo and a horror sound. That's the only audio channel I have in that scene. So only one Audio meter.
I have my gameplay scene set up with gameplay capture, game audio capture and my mic. That's all. So two Audio meters.
In settings I have all Global Audio Devices disabled. I have checked monitor and output in my individual channel of gameplay audio.
But even when I mute the gameplay audio output, I still hear it.
ALSO, when I'm in the "Stream Starting Soon" scene, my gameplay audio is leaking in under my horror sound, even though there is no audio mixer channel for game audio in that scene.
I've checked google and followed every troubleshooting possibility to see why I can always hear game audio even when it's muted or not being monitored and I still hear it. Has anyone else had this issue?
I am using a corsair void elite wireless headset with mic.
My Game audio properties have the game title I'm streaming in the window section and the window match priority is set to "window title must match".
I just don't understand why I can hear a second audio track in my Starting Soon scene when I only have one audio track in that scene and its for the horror sound.
The good thing and odd thing is, when I stream, the sound doesn't leak into the Starting Soon scene. It's only when I'm in OBS.
I'm so confused and was wondering if I have to uninstall and reinstall OBS to get it to work properly?
