I cannot figure out for the life of me what's wrong with my OBS

Hello,
long story short I build a brand new PC for heightened streaming/gaming and in the beginning it ran smooth as butter. No issues, no frame drops, no encoder errors on some of the most taxing games while streaming. Recently about a few months ago; obs has been really tanking in performance. OBS will studder, crash, drop frames, almost every error in the book. Doesn't matter what game I'm playing. On some games, chat windows and alert windows go black randomly and i can only alt-tab to reset them. Other games I cannot alt-tab at all or obs will crash or my screens flicker into oblivion.
I've gone through countless troubleshooting, changed and tested every possible setting that could help with performance, looked up every video possible ,gone into some secret computer settings to really limit cpu/gpu usage, done a complete reinstall of obs and im still getting this same problem(s). old games i used to stream i cannot stream anymore bc the performance issues. I cannot understand what is the issue and what needs to be fixed. My only option left is believing something is wrong within the log analyzer thats giving me the answer but i just can't understand what im looking at. Please if anyone has a recommendation or idea please let me know.

CPU: AMD ryzen 7 7800x3D 8-Core processor
GPU: NVIDIA GEFORCE RTX 4060 TI

The events log doesn't show enough detail, please post the actual crash log. I can see some security-blocked resources on your log, so you may want to try installing OBS on a different drive to resolve those access issues.

my obs hasn't crashed in a few streams but on occasion it will, depending on the game. The log is a recent log from a previous stream i did yesterday. The whole time i was getting encoder errors and sub/channel alerts were stuttering. My obs display was choppy and freezing but on twitch's end it was mostly normal, but nonetheless it never used to be like that before. Currently my obs is installed on my SSD, do you think installing it on my hard-drive would fix the issues or is there a way i can halt security from blocking the resources?
I've reinstalled it a couple of times but don't remember if I reinstalled it on a different drive. I'll try this tomorrow on my next scheduled stream and test it out.
