Encoder lag.

19:36:39.039: Video stopped, number of skipped frames due to encoding lag: 1450/11239 (12.9%)

https://obsproject.com/wiki/General-Performance-And-Encoding-Issues

19:24:36.552: adding 384 milliseconds of audio buffering, total audio buffering is now 384 milliseconds (source: Desktop Audio)

Audio buffering generally indicative of an overloaded CPU. (Not strange since you are encoding with it, and it reports it is overloaded).

How can i fix the audio buffering or is that just because of the encoding?

Reduce system load. If you have multiple USB audio or video capture devices, make sure they're on separate USB hubs, if you can. If the majority of your system load is encoding, then yeah, faster preset and/or smaller frame size, lower frame rate. You don't need to do all of those, but those are things you can try to change until the problem goes away.

I have disabled the win. 10 gaming stuff. IDK if that even does stuff but i did that. I also lowered the encoding speed from fast to medium.

As of March 2019, as long as you're running Windows 10 version 1809 or higher and have the latest Windows updates installed, it is now recommended to leave Game Mode enabled.
