Question / Help General question about bitrate and recommended settings for this computer

Hi,
So, when i streaming everything is really blur and pixeled. I red is a matter of cpu and settings. I have this configuration and streaming with 3mb in upload, so i set bitrate at 2000 for streaming 720/30fps
which are the best settings for OBS? (atm i use streamlabs obs)
How is important a high bitrate for good quality? I mean, is 2000kbs bitrate a problem for a good quality( like not blur and not pixeled screen)?

Consult the recommendations of Twitch to get a sense which bitrate might be appropriate with which resolution/fps combination:

Which resolution, fps and bitrate you can actually use, depends on your hardware and your internet upload speed. Start from low and small settings: small resolution, low fps, low bitrate. Verify that your stream is running ok. If it is running ok, you can increase one factor. Verify again if the stream is running ok. If it isn't, revert the recent change - you tried to cross a border your hardware isn't able to cross. Instead, try to increase a different parameter step by step as long as your stream is still running fine.
