Game Capture is lower frame rate than rest of stream

So I've been trying to stream on twitch, and after posting a link to my stream, someone points out that the game's framerate wasn't 60 fps. I thought this was odd, since the stream itself was definitely 60fps, and they pointed out that parts of my stream that weren't the game capture were also moving at 60 fps. I have no idea how some people can just visually tell framerates like that, but they tried to tell me that I shouldn't be using OBS directly, I should be using my capture card software (Elgato) and capturing THAT. But looking on the Elgato website it directly recommends using the feed and putting it in OBS, so I don't know if that's right and it sounds like a lot of extra steps that could result in data loss because it's a capture of a capture. Now I assume this might not be enough information to work with, but just to clarify there's no dropped frames or fps loss on my end, just the game capture itself for some reason. I've included the log from my most recent stream/recording session (I do both at once since twitch is weird about audio for the game I'm streaming).

If you need more information, please just tell me what would help and I'll be glad to elaborate.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. It's an experimental feature and we recommend disabling it via these instructions.
2. Lenovo Vantage / Legion Edge is installed and is known to cause connection issues while streaming. Open Lenovo Vantage and set the "Network Boost" feature to disabled when streaming with OBS.
3. Change your base and output resolution from 1280x712 to 1280x720.
4. Your input FPS is 59.94 and your output FPS is 60 so they are technically right. There is frame-rate conversion going on. Either set your input FPS to 60 OR your output FPS to 59.94.
