Frames Aren't Smooth & Bitrate Is Low Quality

Hello, I've recently built a new PC that has an RTX 3090 and 12900k (which should be more than capable of running smooth 60 fps and a consistent bitrate) but my frames just don't look all that smooth and high quality. It says it's running at 60 fps but it looks extremely choppy. I don't know if it's something to do with my monitor refresh rate or what, but I can't find any workaround and my 1660 Super produced smoother videos than this. Here are the rest of my PC specs and a log and video attached below. Thanks.

i9-12900k (3.2 GHz not overclocked)
ASUS ROG Strix 3090

Framerate of OBS needs to match the monitor. Both in OBS settings, and video capture device settings (if applies). Also makes sure process priority is set to High. That's all I have.
