Fixing Video Stutter, is Frame Rate the Problem?

No. All the videos that are in the scenes are at the same framerate, in my case 59.94.
Before I had the camera capture video at 59.94 and others at 60.
Now all at 59.94 and the video settings in settings/video at 60 frames.
 
This is still an issue for me with MacBook Pro M5 Max and latest OBS, latest macOS. :( Anyone else continuing to have stuttering issues like this?

The only thing which seems to help... is changing my webcam from 30 FPS to 60 FPS in the OBS Device Properties. Otherwise it's super stutter city.
