On which hard disc to trying to save it? Maybe it can not save fast enough. That would explain why in game everything is smooth and after you saved it not. Or the codec in which you record is wrong? Would be helpful if you tell us which encoding and which file type you use to record.

I looked in your file and I think the problem is the format in which you try to record. Maybe you try H.264/MPEG-4 AVC . It's possible that you first have to download it.

We dont support StreamLabs OBS here. Your log seems to be from a SLOBS run.

[000:00:24:28.371.894.600][Info] Output 'simple_file_output': Number of lagged frames due to rendering lag/stalls: 344 (6.7%)
[000:00:24:28.372.476.900][Info] Video stopped, number of skipped frames due to encoding lag: 383/5152 (7.4%)

The above shows you have an underpowered GPU. You need to frame limit your game FPS rate so that your system can render all the frames. You CPU/GPU pair isn't capable of doing that. OBS is also having trouble encoding the frames. Frame limiting will reduce the number of frames to be rendered and also the need to render them.

Since you are using Nvidia, read this thread on where to go to frame limit inside Nvidia Control Panel.

I also want to add that a GTX 1060 is not a very powerful GPU for doing 1920x1080. You may want to consider using NVENC new as the encoder. You can do that by switching to Advanced Output Mode and selecting as the Encoder NVENC new.
