Did you re-start your PC? If not, please do so.

I don't think we're done yet. Do the restart & run another test on the new Profile. Set monitor 1 @ 120 & Monitor 2 @ 240. Let's see how that goes.

New without the baggage looks better, no rendering lag.

Old Profile - I didn't go through all of your Scenes but found this in the 2nd. Only (1) Display, Game or Window capture per, they can cause interference.

So I've deleted the Screen Recording Scene: I made that in a rush a while ago and since have a scene collection where I use that instead
I've updated NVIDIA to the latest version
I use probably all of those plugins except maybe 2, which I have installed "just in case" -- I like to try out different things occasionally.
Unsure what the log means by "Failed to load 'en-GB' text for module" -- is that normal?

I streamed this evening (before I saw your response) and it definitely seemed improved than my last couple of streams, only saw the error once or twice and no visble lagging on OBS screen.

There's more Scenes that need attention too.

No, I've never had them in any of my logs, but they may only be a warning messages.

This one looks like a ffmpeg decoding error, from where? No idea.
MP: av_read_frame failed: Error number -138 occurred (-138)

These java script errors are wasteful & can cause rendering lag
