Dropped Frames

Hello there. I've been racking my mind trying to figure this out for almost 2 weeks now. I'm streaming to youtube.

So as the title suggest, I'm experiencing dropped frames in my stream recently. I know the most probable culprit will almost always the network. So I had my ISPs sent their technicians to my home. I explained the situation the best I can, but they INSISTED that there's nothing wrong with the connection. The ping is good, the test is good, the tracert is good. No faulty modem or cable either. I streamed at 2k/60fps and never had any problems before. But now, even when I'm doing a test stream without any games running, (just a black screen with some overlays) I still got the dropped frames notification, even reached a 0kbps at times.

Attached is my streaming and encoder settings. Also attached is my log file from a 17 minutes ish livestream test. I tested with 3 different OBS versions (32.0.3, 32.1.0, 32.0.4) and currently using Nvidia Driver version 595.97

Please help me. I'm quite desperate now.
