AMD GPU Encoder Error

When using hardware encoder H.264 to stream will overload.
CPU: AMD ryzen 3300x
GPU: AMD Rx 5700xt

Canva size and frame: 1080p60
----
Using cpu to stream (x264) has no problem at all, but I wish to solve this issue.

I am not sure what this line (and the following lines) means, but suspecting something went wrong here
I don't have the ability to debug. If you had any thoughts, please let me know
