If full file path to the profile contains letters that are not present in English-alphabet (for example, the user name or profile name written with use of letters from other languages) then you can try to make OBS portable mode in different folder (in folder with English only letters in the path, like "c:\obs" ) and then run it. If it works OK, Then you may try to import or copy your profiles and scene collections to this portable setup (portable setup has its own "config" folder). If you have decided to troubleshoot the problem be ready to share (privately) problematic profile (the file that OBS attempts to load) with the developer. But before, you need to fill out new GitHub issue. Some developers can be found in Discord - link in the right top corner of the forum's page.
The profile of interest lies in its own folder that one level up from the path that is opened via the main menu entry File > Show Profile Folder.
Usually name for the profile folder has no space symbols but underline. Inside this folder there are 3 files: "your_profilename.json", "your_profilename.json.bak" and "basic.ini". The "basic.ini" has LF ending (Linux compatible) text format - in Windows it can be opened with the "notepad++" application (this is powerful 3d party open source util for text editing). In this file OBS stores visible representation of the profile that will be visible in the main menu Profile of OBS.
The things are complicated, because there is other place, in the file named "global.ini" that lies in the folder that can be shown via main menu File > Show Settings Folder, the profile name stored in this file will be shown only in the header of OBS.
It can be same to second part of the: https://obsproject.com/forum/threads/obs-31-0-1-crashes-on-start-100-reproducible.184488/post-675555 that ended in void.
