Color Monitor 0.9.5

It keeps saying "failed to load" I used the Windows installer and then loaded manually, but it still says when opening OBS, failed to load so I just removed the program. It will not work. I do not know if you have to have X32 DLLs as well as most of the other OBS Plug-ins do since you have 64 but everyone else seems to say it works so I do not know what I may be doing wrong.
