New to streaming and OBS. I use a capture card (Elgato HD60 Pro) and run a dual monitor set up, 1 144hz and 1 60hz

My PC specs:

i7-4790k 4.0ghz/CoolerMaster V8 Tower Cooler
16gb G.SKILLS Ripjaws
MSI R9 290x
Asus Maximus Hero VII
Elgato HD60 Pro Capture Card
nVidia case/4 fans
850W Corsair PSU
-Nothing is overclocked, I don't have the knowledge.

Internet specs:
5mbps download
7mpbs upload
-Wireless

My wants :
I want to broadcast 1920x1080p 60fps without having noticeable fps drops in game while playing music for my viewers off of YouTube. What bitrate and buffer speeds should I use? I understand that a lot of viewers may not have great internet speeds, but I also want to maintain great video and audio quality.
When streaming with OBS will my 144hz refresh rate on my primary monitor be locked at 60hz?
Should I use OBS Multiplatform, or the original? What's the difference?

Thank you!

1080p60fps is almost not possible to see from the most of viewers. You should just downscale to 720p30fps. I wouldnt even trying to stream and play with the same system in a resolution of 1080p60fps. I dont know for what you need a capturecard. If you arent going to stream consoles or you using a second pc as streaming pc.

You should at least not going above 3000kbit/s maxbitrate same like buffer or deactivate the buffer. Twitch recommend 2500 for a none partnered channel. All above isnt for the most viewers posible to watch without buffering. Even if you stream in 1080p60fps the quality wouldnt look good and in any movement blury like hell because of the low bitrate

I dont know why you using a 144hz screen. If you arent a professional cs player i dont believe it would help you in any point ^^ but if you use vsync ingame it will be for sure locked to 60hz

You don't need to be a professional gamer to enjoy the beauty of a 144hz monitor. Playing any game with 144hz monitor is eye candy.

I'll never game on a 60hz monitor since owning my 144hz.
