I've noticed a BIG drop in quality when it comes to recording SMITE. The problem is apperent when you start moving your character. When you stand still it looks amazing.

that is what it looks like when you move. see how blocky it is? its almost like i was recording at 144p. heres when you stand still.

So this guide is no good then? I just switched my settings to this after i posted. Does bitrate realy matter for local recording?

That guide is for local-recording only, and also instructs you to put your buffer at 0, which tells to encoder to use as much bit rate as it wants. That guide is fine, just designed for something else.

And local recording is what i wish to do, no streams. based on my log i posted (because i know it lists my hardware) what would be the best bit rate to use?

Change the x264 preset to ultrafast and increase the CRF to 20. Your CPU is not the greatest so you can't pump a lot of power into it.
