Weird Lag every exact hour with Youtube Streaming.

Hello.
New user to the forum. I have a question about a weird problem i started to see lately.
I stream on Youtube on 60FPS on a resolution of 2k (2560x1440) and i started to test HLS server on Backup Server.
Every hour dunno why i get a lag spike like from 9000 bitrate to 0 and back for some second ,then i do "stop streaming" for like 10 sec and go back to normal.
My internet connetion is fine to a constant upload rate of 400mbps.
Can be a problem with the youtube server/ Streaming Key or from OBS ?
My CPU is a AMD Ryzen 5 2600X Six-Core Processor 3.60 GHz
Gpu Nvidia 2060 RTX
Ram 16gb.

A log file from a session where the issue is happening is needed. You can attach it here using the button bellow or use the built in upload feature in the Help menu. Yes, OBS have a useful Help menu.
Once you uploaded the file using the feature on the Help menu, you can access the Analyzer to analyze the log file and verify common issues and how to fix it.

Also, in this forum you'll find pinned posts with this very info.

Please review and follow directions and recommendations on the analyzer:

Make sure the plugin is updated and compatible with the OBS version you're using. If not, remove it or install a version of OBS where it's compatible.
Disable HAGS

You don't need multiple game capture sources on a scene, just one. In case you need special parameters for some games, create separated scenes for it.

Not sure if you can stream at 1440p 60 fps with that computer. Perhaps do some tests at 1080p
For more information on recommended settings for streaming to Youtube: https://support.google.com/youtube/answer/2853702?hl=en&sjid=11704655788517951281-SA

You can also try HEVC (H.265) over HLS streaming.
Set lookahead to 0

Once you fix all this, do a test of no less than 30 seconds doing all you normally do, stop the streaming and upload the current log file using the built in feature in the Help menu. From there access the Analyzer so you can check how it's going.
