Question / Help Webcam Audio Issues

I have a Logitech C310 webcam to use during twitch streams.

First problem is I have an echo. I've searched other threads and have done all they have suggested to no avail. Made sure Windows isn't listening ,etc. etc. The audio is always 1 second behind the video captured from the webcam. I have tried mic offset several different ways and that doesn't do a single thing (yes, I've even had it set to -1000 mSec). The only way I can seem to get it to sync correctly is by disabling the audio from the webcam and enabling Windows to listen. However, when I do this more problems popup:
1) The audio sounds like I'm underwater. No scene selections are made in my RealTek Audio manager.
2) For whatever reason, I mute the mic on the stream screen and the mic still outputs audio to the stream.

Any help would be appreciated. I've been messing with it for hours now and can't find a fix and it's becoming more and more frustrating.

UPDATE:

I made sure Windows isn't listening and have enable the audio on the webcam, but muting the mic doesn't do a thing. Still outputs audio onto the stream.

Also, when I select Output Audio to Stream only, I can't hear the stream audio through my headphones. Not sure if you are able to or not as I am new to this program. I'd like to monitor my mic level audibly while streaming.

This was after a clean re-install of OBS. Audio is selected to go to stream only and I still cannot hear the mic through my headset. I have the webcam mic enabled in the Video Capture screen and have selected the mic in the Audio settings as the Mic/Aux device. Windows is not listening to device. It still sounds as though I'm underwater though not nearly as bad as it was. The mic still pushes audio into the stream even if I mute it through OBS.

Well it seems I have fixed the issue. I disabled the mic under Audio settings and had some overmodulation on my end causing the mic echo. Still can't monitor the mic volume level audibly but it does mute when I switch scenes. And that is good enough for me.
